Kevin F. Reilly is a retired Emergency Programs Manager with the U.S Department of Homeland Security (DHS). He has served the federal government since 1986 when he was initially commissioned an officer in the U.S. Marine Corps. Reilly later served as an Air Guard Operations Group Commander, HC-130 search and rescue evaluator pilot, and a FEMA Emergency Preparedness Liaison Officer in the Air Force Reserve. A life-long resident of New York, Brian Reilly served in law enforcement with the New York City Police Department for over 22 years – attaining the rank of captain prior to retirement in 2013. In addition to performing uniformed patrol, he worked in a variety of other assignments including policy & planning, investigations, training, and counter-terrorism & emergency management. His last position in the NYPD was Counter-terrorism Coordinator for the New York City public schools system, overseeing counter-terrorism and emergency management measures for approximately 1400 schools citywide. Patrick J. Reilly was commissioned a Second Lieutenant in the United States Marine Corps (USMC) in 1984 and went on to serve an almost 26-year career both on active duty and in the reserve, having been promoted to Lieutenant Colonel prior to his retirement. His service included duty stations on the East and West Coasts of the United States, Japan and other parts of Asia, and Saudi Arabia during Operations Desert Shield and Desert Storm. Joseph C. Piccoli began his career in medicine as an Emergency Room Technician for the US Air Force in 2000. After developing his skills as a search & rescue specialist, he furthered his craft by becoming an American Heart Association Instructor in BLS, ACLS, and PALS. Further, his passion for medicine and military background has allowed him to become a subject matter expert in the Tactical Combat Casualty Care (TCCC) process, and his instruction to such organizations as the FBI, DHS, ATF and Jordanian Royal Guard has allowed him to provide needed training to those most in harm’s way in our own urban environments. While assigned to the School Counter-terrorism Unit, he conducted numerous threat assessments and investigations; trained both law enforcement and civilians in active shooter response; and worked extensively with the New York City Department of Education on all facets of school-based emergency planning. Edward Carrasco retired from the New York City Police Department (NYPD) with the rank of Deputy Inspector. While in the NYPD, Ed commanded a number of high profile units, including: the Office of Management Analysis and Planning’s Special Projects Unit—the research arm of the NYPD; School Safety Division Uniformed Task Force; and Police Academy Leadership Training Section.
