CL360 is in the final research and development phase of creating a Public Access Hemorrhage Control Kit.  This product is an outgrowth of recommendations made from what is known as “The Hartford Consensus”.

The “consensus” is comprised primarily of the deliberations of The Joint Committee to Create National Policy to Enhance Survivability from Intentional Mass Casualty and Active Shooter Events, founded by the American College of Surgeons.

The overarching principle of the “consensus” is that in intentional mass casualty and active shooter events, no one should die from uncontrolled bleeding. The acronym THREAT highlights the key aspects of necessary response: Threat suppression, Hemorrhage control, Rapid Extrication to safety, Assessment by medical providers and Transport to definitive care.

Further, the recommendations call for enhancing building equipment capabilities; bleeding control bags or kits should be accessible in public places such as shopping malls, theaters, transportation centers, airports, museums and the like.  Best practices include placement of the kit next to automatic external defibrillators (AED), and clear and concise messaging that bleeding control is an important issue for the public and private sectors.  The motto, If you SEE something, DO something seems to be getting some traction.
